Keeping Projects Moving Under NYC Requirements

Avi Klinger of Homecore Construction Safety

On a construction site in New York City, safety compliance isn’t a formality — it’s a condition of staying open. A single violation can result in a Stop Work Order, and without the right plans and licensed personnel in place from the start, delays follow quickly.

Homecore Construction Safety provides site safety managers, coordinators, and superintendents, along with safety plans for new developments across the city.

“We provide site safety managers, coordinators, superintendents… we do site safety plans, all for new developments in New York City,” said Avi Klinger of Homecore.

That role runs through the life of a project. Requirements have to be met at each stage of construction — not just at the start. Keeping work moving means having someone on-site who knows what the DOB will be looking for before an inspector arrives.

In some cases, that responsibility falls on someone already on the team — balancing safety with other roles. But when inspections are unpredictable and documentation has to be maintained consistently, gaps can show up quickly. Dedicated oversight reduces that risk.

For developers and general contractors, that kind of oversight can be difficult to handle internally — especially when inspections, documentation, and on-site supervision all have to stay aligned as the job moves forward.

That’s the kind of project pressure; Homecore is speaking about at OJBA. The company has been exhibiting for eight years, using the show to stay visible in the construction community. Klinger said the goal isn’t to close business on the spot — it’s to build relationships that convert afterward.

When asked about procured clients from last year’s show, he’s quick to reply, “At least two, look we don’t come expecting to close business here. It’s for us to show our face to the industry. Usually that closing comes afterwards.”
